Abstract

This paper aims to analyze the meanings produced by SUAS professionals about the relationships established between civil society organizations and the State in the implementation of social assistance policy in the city of São Paulo. The research was carried out through literature review, document analysis and nine semi-structured interviews. The analysis is based on a constructionist perspective in Social Psychology. Particularly, we are based on the contributions of the study of discursive practices, a theoreticalmethodological approach that allows the understanding of the production of meaning in everyday life. Based on the results of this research, we look for drawing the attention towards the complexity involved in the relations between CSO and the State in this public policy, by emphasizing its relational, polysemic and multi-determined aspects.
