Abstract

The article aims to understand how the captains of the Military Police of the State of São Paulo construct meanings about their work. Semi-structured interviews were conducted with 25 military police officers with the rank of captain, considered mid-level bureaucrats. The content analysis technique was used to understand the data. The results demonstrate that the captains identify social utility in their function, have autonomy for the development of activities and that there is an opportunity for learning with superiors and subordinates. Due to their eminently administrative activities, there is little contact with the community, contributing to the lack of external recognition of their work. However, (internal) recognition remains on the part of other police officers (superior and subordinate). The delay in promotion worries the captains, but the feeling of belonging exists because of the institution's values. The research sheds light on issues such as autonomy, organizational learning and mid-level bureaucracy.
